Elusive people who call Arrakis home. Their eyes have become fully blue due to the penetration of spice into everything around them, while off world, the blue within blue would be indicative of a spice addict.
Fremen is a mid toned blue with a hint of grey. While it would have been fun to explore an electric blue shade to better match what we see in the films, it was more cohesive for a milder blue - and more accurate to the books as the spice is described regularly as indigo in hue.
